Abstract

The purpose of this article is to investigate the application of artificial intelligence (AI) in public administration. Following up the research of M.V. Fedorov [38- 41], which provides an overview of the global effects of AI implementation, covering socio-ethical aspects, economic impact and regulatory framework for sustainable development strategies, the present paper focuses on the key factors that define the framework for the use of AI in public administration. The paper considers AI as part of the overall process of technological development and explores the links between AI and other areas such as computing technology and data collection techniques. Particular attention is paid to the analysis of international and Russian experience of implementing AI in public administration. The authors seek to develop recommendations for further development of this industry based on the experience gained. They also consider approaches that may lead to the development of strategic principles focused on long-term predictions of the effects of AI in optimising public administration, and the subsequent implementation of appropriate regulatory practices. Thus, this article seeks to provide an overview and analysis of the main aspects of the use of AI in public administration with a focus on international and Russian experience, and to offer recommendations for the further development of this field.

Abstract

This article is devoted to the current methodology for assessing the readiness of a state organization for digital transformation in Industry 4.0, based on the Movsesyan-Raspopin digital maturity assessment model.
The methodology reveals a systematic understanding of digital transformation and is designed to assess the digital maturity of an organization. The key feature of the methodology is the interrelation of the company’s strategy, strategic goals of digital transformation, strategic priorities of the organization’s development, and the available technologies, which allows determining the ways of its further development and economic effect to achieve maturity in Industry 4.0.
The article describes the Movsesyan-Raspopin digital maturity assessment model in detail. The basic design of this model consists of organizational domains and integrating elements and evaluates the current and target levels of digital maturity, as well as prioritizes development directions and a set of digital transformation initiatives. The article also analyzes the concepts of “digital transformation” and “digital maturity”, analyzes existing approaches to assessing digital maturity of Deloitte, Boston Consulting Group, Capgemini Consulting, PwC, and models developed by experts Berghaus S., Back A., Kaltenrieder B., Gimpel H., Newman, M. et al.

Abstract

The ways of application of artificial intelligence elements in the activity of state and municipal finance management are investigated. The article identifies approaches to the integration of artificial intelligence elements in the fulfillment of longterm budget planning tasks. Active support from the Government of the Russian Federation of the direction of artificial intelligence affects many spheres of life of citizens of the country. At the same time, state and municipal governments have their own peculiarities in the processes of implementing innovations.

Abstract

The article provides an overview of the work of the sections of the annual international scientific conference AI Global Dimension on 8-9 December 2022, organized by the Centre for AI MGIMO. The event brought together representatives of science, business and government and contributed to the development of student research and business projects through the AI Showcase technology competition. During the conference experts discussed soft regulation in the field of artificial intelligence, new vectors of digital business development and technological innovations in the university educational process.
